ABSORBING BEST GRADUATING STUDENTS INTO CIVIL SERVICE: A STRATEGIC APPROACH TO PUBLIC SECTOR DEVELOPMENT IN NIGERIA

Abstract

This paper looked at the strategic integration of the best graduating students into the Nigerian civil service as a catalyst for public sector transformation. It critically examined systemic challenges such as inefficiency, weak meritocracy, and institutional inertia that have impeded national development. The paper argued that establishing a deliberate, merit-based recruitment pipeline for top academic performers can inject fresh perspectives, modern competencies, and strong ethical standards into the civil service. It underscores the pivotal role of effective educational planning through curriculum alignment, quality assurance, and manpower forecasting in ensuring the sustainability and success of this policy. By adopting this integration approach, the civil service can evolve from a static bureaucracy into a dynamic, knowledge-driven institution capable of addressing the complex demands of the 21^st century economy. The paper highlighted the knowledge-driven benefits of this strategy, including enhanced evidence-based policymaking, accelerated technological adoption, and improved innovation capacity within government agencies. While acknowledging the need for substantial investment and institutional reforms, it concludes that this policy offers a viable pathway to curb corruption, reduce brain drain, and develop a competent, responsive public sector. Ultimately, it presents a roadmap for leveraging Nigeria’s intellectual capital to achieve sustainable development and good governance.
